The general employment residence permit is restricted by nationality, eligible employer, and occupation. It is not available to every third-country national.
The EU Blue Card is intended for highly skilled third-country nationals who meet the qualification and salary requirements. Its validity and status-maintenance rules differ from those of the general employment residence permit.
Visa Decision Tips
Hungary has different visa and residence routes for short-term tourism and business visits, general employment, and highly skilled employment. The appropriate route depends on the individual’s nationality, actual activities, employer and position, professional qualifications, salary, employment contract, passport validity, accommodation, health coverage, and family arrangements.
This guide outlines Hungary’s main visitor, employment, and residence routes based on information available as of the review date. Schengen visas, work authorization, and residence documents serve different purposes. A pending application, employment contract, or invitation letter is not evidence that entry, residence, or employment has been authorized. Final requirements and decisions remain subject to the authorities at the time of application.
1. Main Visa and Work Permit Categories
Category | Who It Is For | Key Requirements |
Short-Term Tourist and Business Visit | Visitors traveling for tourism, family visits, or permitted business activities | Must meet the applicable nationality and Schengen entry requirements; does not automatically grant local work rights |
General Employment Residence Permit | Third-country nationals who meet the current nationality, employer, and position requirements and will work for a specified employer | Nationality, eligible employer, and occupation must meet the applicable requirements |
EU Blue Card | Third-country nationals taking up highly skilled employment in Hungary | A highly skilled position, higher education or qualifying professional experience, evidence of qualifications, and a genuine employment contract |
1. Short-Term Tourist and Business Visit
Chinese ordinary passport holders traveling to Hungary for short-term tourism or business purposes generally need an appropriate Schengen Type C visa. Schengen short stays are normally limited to a combined total of 90 days in any 180-day period across all Schengen countries. Visa validity and the number of permitted entries are not the same as the actual authorized period of stay.
A short-term visit does not automatically grant the right to work. Activities exempt from work authorization must still meet Hungary’s specific requirements. Whether an activity qualifies as a visit depends on the actual work involved. Installation, repairs, training, and on-site client services should be reviewed carefully to determine whether a work permit or specific exemption is required.
2. General Employment Residence Permit
This permit applies to third-country nationals who meet the current nationality, employer, and position requirements and will work for a specified employer in Hungary. Eligibility is restricted by nationality, eligible employer, and occupation. Chinese ordinary passport holders should not assume that an employment contract alone makes them eligible.
Applicants must have a genuine position, the required salary, accommodation, sufficient means of subsistence, and health coverage. Eligibility under any other route must be assessed separately.
The initial permit may be granted for up to two years and may be extended for up to one additional year. The total period generally cannot exceed three years and is also limited by the employment contract and passport validity. After approval, the holder must work for the employer and in the position specified on the permit.
3. EU Blue Card
The EU Blue Card applies to third-country nationals with higher education qualifications or qualifying professional experience who will take up highly skilled employment in Hungary. Applicants must have a highly skilled position, evidence of qualifications, and a genuine employment contract. Qualifications must first be recognized where the role is regulated.
In 2026, the standard minimum monthly salary is HUF 1,001,048. For certain healthcare professions specified by the authorities, the threshold is HUF 800,838. The employer, position, and salary must match the information submitted with the application.
An EU Blue Card may initially be granted for up to four years and may be extended for up to four years at a time, subject to passport and contract conditions. The two-year-plus-one-year rule for the general employment residence permit does not apply to the EU Blue Card.
2. Entry, Dependants, and Other Arrangements
The general employment residence permit usually does not support family reunification. Any statutory exception must be assessed according to the individual’s specific status. Family members must otherwise have their own qualifying basis for entry or residence.
Family members of EU Blue Card holders may apply under the relevant family reunification rules. However, their right to work depends on their own permit and the law in force at the time. It cannot be assumed from the principal applicant’s EU Blue Card alone. Study, transit, and other immigration categories also have separate requirements.
3. Renewals, Changes, Termination, and Status Maintenance
Change | Status Maintenance Requirement |
General employment permit extension | Reconfirm the applicant’s nationality, employer, occupation, and salary, and observe the general maximum total period of three years. |
EU Blue Card extension | Apply under the EU Blue Card route. Each extension may be granted for up to four years, provided the qualification, salary, contract, and passport requirements continue to be met. |
Change of employer, position, or work location | Apply for a new permit or obtain confirmation from the National Directorate-General for Aliens Policing (OIF). Amending the employment contract alone is not sufficient. |
Additional part-time employment | EU Blue Card holders must submit the appropriate extension or amendment application under the Blue Card route. |
Failure to start work, termination of employment, or permit expiry | The employer must complete the applicable notification requirements. Without a new lawful basis, the employee must stop working and arrange departure or a change of status. |
Unemployment of an EU Blue Card holder | Complete the applicable notification requirements and confirm a new basis for employment or residence. |
Family status | Check whether family members’ documents require extension and how changes to the principal applicant’s status affect their residence rights. |
