Federal Iraq and the Kurdistan Region of Iraq (KRG) operate different labour, entry and residence approval systems. Permits issued in one jurisdiction should not be assumed to be valid in the other.
The project location, industry, actual employer, position and work activities directly affect the applicable work permit and residence requirements.
Visa Decision Tips
Iraq provides different visa, work permit and residence pathways for short-term visits, business activities, local employment, project assignments and accompanying family members. Selecting the appropriate pathway requires consideration not only of the expected length of stay, but also the applicant’s nationality and passport type, destination jurisdiction, port of entry, actual activities, industry, project arrangements and the conditions of the genuine employer.
This guide summarizes common visa and work permit pathways based on publicly available information from the relevant Iraqi authorities. Visa and work arrangements must first distinguish between Federal Iraq and the Kurdistan Region of Iraq. Their labour, entry and residence approvals should not be assumed to be interchangeable. A visa or residence document is also not the same as work authorization. Final application requirements and decisions are determined by the competent authority in the relevant jurisdiction at the time of submission.

1. Short-Term Visit Visa
The appropriate electronic visa, consular visa or other formal entry arrangement for a short-term visit must be determined according to the applicant’s nationality and destination. Previous experience with visas on arrival should not be treated as a continuously valid entry rule.
Attending meetings, negotiations or inspections is different from performing duties in a local position or delivering services on site. A project invitation letter and visitor visa cannot replace a labour permit. Visa validity, the permitted duration of each stay, the number of entries and the possibility of an extension are determined by the specific approval issued by Federal Iraq or the KRG.
2. Federal Iraq Work Permit and Residence
The employer and project must meet the employment and social security conditions imposed by the competent labour authorities. Overseas recruitment may also involve an assessment of the availability of local workers. The applicant must have education and qualifications matching the position, satisfy the applicable health requirements and obtain approval under the relevant overseas recruitment arrangements.
Work permits and residence documents are managed separately. A work permit becomes effective upon approval by the competent authority. A residence card is generally issued for up to one year, although the actual validity is determined by the issued document. An employee must not begin work using a visitor visa or only an employer’s application receipt.
The authorized work is connected to the sponsoring employer, position and project. A change in the receiving entity, location or project may require new labour and immigration approvals.
3. KRG Work Permit and Residence
The KRG operates its own labour and immigration service system. The employer must qualify as a local business or project, while the employee needs the applicable labour permit, lawful entry status, medical examination and residence documents. Oil and gas projects and other specific projects may have additional document requirements.
Permit and residence validity is determined by the actual KRG approval and should not be based on the validity periods used in Federal Iraq. Authorization to work in the KRG does not automatically permit the holder to work in Federal Iraq. A transfer in the opposite direction also requires confirmation of the applicable authorization.
II. Entry, Family Members and Other Arrangements
1. Entry and Stay
Before travelling, confirm that the destination, port of entry, visa jurisdiction and project activities are consistent with one another.
Approval of a visa does not guarantee that a particular region or project will remain accessible. Security conditions, flight availability and on-site access requirements should be assessed separately from the visa rules.
2. Family Members and Other Statuses
Arrangements for accompanying family members depend on the principal applicant’s applicable jurisdiction and residence basis. The application must be supported by qualifying evidence of the family relationship and the required supporting documents.
Dependent status does not automatically grant work rights. A family member who plans to take employment in Iraq must separately satisfy the applicable labour and residence requirements.
III. Renewal, Changes, End of Employment and Status Maintenance

An employee must not begin working for a new employer, transfer to another project or perform duties in another jurisdiction before the new work permit, sponsorship or residence status has formally taken effect.
