This guide summarises the principal requirements relating to Kuwait’s visas, work permits, and residence arrangements.

A visit visa, work permit, work-purpose entry authorisation, Article 18 residence permit, and Civil ID cannot replace one another.

Final application requirements and decisions are determined by the Public Authority for Manpower, immigration authorities, and other relevant government bodies at the time of submission.

1.1 Tourist and Business Visits

Depending on their nationality and purpose of travel, short-term visitors may use an applicable electronic visa, sponsored visit visa, or another formal visa category.

Common supporting documents may include:

  1. A valid passport
  2. Proof of accommodation
  3. Travel itinerary
  4. Invitation or sponsorship documents

The activities permitted during a business visit should be determined according to the conditions of the issued visa.

The appearance of the words “work purpose” in an official service name or description does not allow a foreign national to bypass labour authorisation and perform any form of local work in Kuwait.

An individual who will perform the duties of a local position, provide on-site technical services, or continuously deliver a project should confirm the applicable work and residence requirements in advance.

Visa validity, the permitted duration of each stay, and extension conditions are determined by the approved document.

Repeated short-term visits cannot be used as a substitute for employment residence status.

1.2 Private-Sector Work Permit and Article 18 Residence Permit

A private-sector employer in Kuwait should hold a valid commercial licence and maintain:

  1. An active file with the Public Authority for Manpower
  2. A valid foreign-worker quota
  3. An authorised signatory

The employer, position, occupation code, salary, and work location stated in the application documents should correspond to the employee’s actual working arrangements.

The foreign employee may also need to satisfy requirements concerning:

  1. Academic or professional qualifications
  2. Criminal record documentation
  3. Medical examinations
  4. Health insurance

Entry for private-sector employment purposes generally requires a passport with at least two years of remaining validity.

Employers and applicants should not automatically apply the six-month passport-validity standard commonly associated with tourist or visit visas to work-purpose entry applications.

The work permit provides the underlying basis for the applicant to enter Kuwait for employment purposes.

After entering Kuwait, the employee may also need to complete:

  1. Medical examinations
  2. Health insurance registration
  3. Biometric enrolment
  4. Article 18 residence procedures
  5. Civil ID procedures

These approvals and documents should remain consistent with one another.

A foreign employee should begin performing the approved position only after obtaining all applicable work and residence authorisations.

The validity period of the initial work permit and residence status may be affected by the employment arrangement, passport validity, and approval conditions. The documents issued by the Public Authority for Manpower and Ministry of Interior should be treated as authoritative.

The work permit and Article 18 residence permit may have different expiry dates. They should be monitored and maintained separately.

2. Entry, Dependants, and Other Arrangements

2.1 Entry and Stay

Entry for visiting purposes and entry for employment purposes are subject to different requirements.

When applying for employment status, foreign academic qualifications, criminal record certificates, and other background documents may require legalisation and translation.

Individuals working in regulated occupations must also satisfy the applicable professional requirements.

Holding an entry visa does not mean that every employment procedure has been completed. The applicant should begin working only after receiving all required authorisations.

2.2 Dependants and Other Statuses

A Family Visit visa permits a short-term visit by a family member. It is different from dependant residence arrangements such as Article 22 residence status.

Long-term residence for accompanying family members generally depends on the principal applicant’s:

  1. Valid residence status
  2. Income
  3. Qualifying family relationship
  4. Compliance with other applicable conditions

Dependant residence status does not automatically grant employment rights.

A family member who plans to work in Kuwait must separately obtain the appropriate work permit and residence status.

Student visas and medical visit visas also have specific purposes and permitted activities. They cannot be used for ordinary employment.

3. Renewals, Changes, Termination, and Status Maintenance

Residence Renewal

Health Insurance and Civil ID
Health insurance and the Civil ID should also be maintained during the renewal process to prevent related documents from expiring.
Change of Sponsoring Employer
The applicable Public Authority for Manpower and Ministry of Interior transfer procedures must be completed before the employee begins working for the new company.
Change of Position
If the position or occupation code changes, the employer should confirm whether a permit amendment or new application is required.
Change of Work Location
The employee’s actual work location should correspond to the approved information. Applicable requirements should be reviewed before the location changes.
Dependant Status
If the principal applicant’s work permit or residence status changes, related dependant statuses such as Article 22 residence should also be reviewed.
Termination of Employment
The work permit, residence status, and related immigration arrangements should be cancelled, transferred, or replaced with another lawful basis for remaining in Kuwait.
Non-Compliance Risk
The remaining validity of an old document does not permit a foreign employee to work independently of the original sponsorship relationship.

Kuwait’s work permit, sponsorship relationship, Article 18 residence permit, health insurance, and Civil ID must each be maintained separately.

Any change of employer, position, or work location should receive the applicable approval before the employee begins the new work arrangement.
