Get a preliminary assessment →ETA and Visit Visa arrangements cover eligible short-term visitor activities. They are not employment residence permits and do not grant the right to work in Sri Lanka.
Sri Lanka’s employment residence framework includes separate categories for private companies, Board of Investment projects, government-approved projects, banks, and other qualifying organizations. Each category has different recommending authorities and document requirements.
A foreign national’s work authorization is generally linked to the approved employer and activities. An approval issued for one company cannot be used to work for another.
Visa Decision Tips
Sri Lanka has different visa and residence routes for tourism, business visits, private-sector employment, investment promotion projects, and accompanying family members. The appropriate route depends on the applicant’s nationality, purpose of travel, actual activities, employer type, project category, professional qualifications, recommending authority, and intended length of stay.
This guide explains the common visitor and employment residence routes based on information published by the Sri Lankan authorities. ETA, Visit Visas, and employment-related Residence Visas serve different purposes. Obtaining a short-term entry document does not mean that the applicant has received work authorization. Final requirements and decisions remain subject to the relevant authorities at the time of application.
1. Main Visa and Work Permit Categories
Category | Who It Is For | Key Requirements |
Tourist and Business Visits | Visitors traveling for tourism, business meetings, or non-working exploratory visits | Hold the appropriate authorization for the applicant’s nationality and purpose of travel, and do not undertake employment in Sri Lanka |
Private-Sector Employment Residence Visa | Foreign nationals employed by a private company or organization in Sri Lanka | A genuine employer, recommendation from the relevant authority, qualifications matching the position, and applicable health coverage |
BOI and Other Specialized Employment Residence Visas | Employees of investment promotion projects, government-approved projects, banks, and other qualifying organizations | Meet the conditions of the relevant project and the requirements of the applicable recommending authority |
1. Tourist and Business Visits
Tourism and business activities must use the appropriate visitor category. Business meetings, negotiations, and non-working exploratory visits may qualify as permitted short-term visitor activities. However, a Visit Visa cannot be used to provide ongoing project services, take up a position, or accept employment from a local employer.
ETA is an entry arrangement for eligible short-term activities. It does not grant long-term residence status or work authorization.
Visa validity, the permitted period of stay for each visit, and eligibility for an extension must be confirmed according to the specific category and approval. Extending a tourist or business stay does not automatically provide employment eligibility.
2. Private-Sector Employment Residence Visa
A Sri Lankan private company hiring a foreign national generally needs valid business registration, a genuine employment contract, documents supporting the position, and a recommendation from the relevant authority.
The foreign employee must have qualifications that match the proposed position and satisfy requirements such as the applicable Health Protection Plan.
The employment entry arrangements and the Employment Residence Visa must be properly coordinated. A foreign national cannot begin working under ordinary visitor status while waiting for the employment residence process to be completed.
An Employment Residence Visa is generally valid for one year or for the period recommended by the relevant authority. Eligible applicants may renew it annually, provided they continue to receive support from the employer and the relevant authorities.
3. BOI and Other Specialized Employment Residence Visas
Different organizations and projects are subject to different employment residence and recommendation requirements:
Organization or Project Category | Main Requirements |
BOI project | Evidence of the qualifying project and company, together with a recommendation from the Board of Investment |
Government-approved project | Usually requires involvement from the relevant project office and government authority |
Bank employment | Usually requires support from the employing bank and the Central Bank |
Colombo Port City and similar arrangements | Assessed according to the applicable special conditions |
The recommending authority and application documents differ between subcategories. The recommendation procedure for an ordinary private company cannot automatically be applied to BOI projects or every other organization.
Approval is generally granted for one year or the corresponding recommendation period, subject to the actual decision under the relevant subcategory. Foreign employees may work only for the approved organization and within the authorized scope of activities.
2. Entry, Dependants, and Other Arrangements
1. Entry and Stay
Foreign employees must use the appropriate employment-purpose entry document or landing endorsement before obtaining the required residence status.
For general entry, a passport should normally remain valid for at least six months from the date of arrival in Sri Lanka. When applying for or renewing an Employment Residence Visa, the travel document generally needs to remain valid for at least two months beyond the proposed end of the stay.
Transit and formal entry into Sri Lanka are subject to different conditions. Travelers who need to leave the international transit area should confirm whether an appropriate visa is required.
2. Dependants and Other Statuses
Eligible family members of Employment Residence Visa holders may apply under the relevant dependant requirements. They must provide evidence of their family relationship and the principal applicant’s valid status.
Dependant status does not automatically grant work rights. A dependant who intends to work in Sri Lanka must separately confirm the applicable employment and residence requirements.
Study, investment, and religious activities have separate immigration categories. Dependant or employment residence conditions cannot be used as substitutes for these categories.
3. Renewals, Changes, Termination, and Status Maintenance
Change | Status Maintenance Requirement |
Employment residence renewal | Continue to hold a valid employment contract, applicable health coverage, and a recommendation from the relevant authority. Apply before the existing status expires. |
Change of employer | The new employer must obtain the appropriate employment residence approval for the new position. The former employer’s authorization cannot be transferred directly. |
Resignation or end of project | Stop performing work that is no longer authorized and promptly arrange a new lawful status or departure from Sri Lanka. |
Employment residence status generally covers only the approved employer, project, and scope of activities. An applicant cannot use the remaining validity of an existing approval to work for another company. The applicant should also not undertake activities outside the existing authorization before the new status takes effect.
