1. Short-Term Tourism and Business Visits

Holders of ordinary Chinese passports may travel to Morocco for short stays under the visa-free arrangement, generally for no more than 90 days. Nationals of other countries should determine the rules applicable to them.

Visa-free entry only addresses short-term admission and does not replace endorsement of a foreign employment contract or long-term residence. Attending meetings, business negotiations, or exhibitions is different from actually taking up a local role in Morocco.

Whether an activity qualifies as a business visit should be assessed according to the actual work performed, not merely the name of the itinerary or where salary is paid. Activities such as equipment installation, repairs, training, and on-site client services require particular confirmation as to whether work authorization or a specific exemption is needed.

2. Foreign Employment Contract Endorsement and Residence

This pathway applies to foreign nationals hired locally by a genuine Moroccan employer. Ordinary applications generally require completion of the labor-market procedure administered by Morocco’s National Agency for the Promotion of Employment and Skills (ANAPEC).

The employer should meet the following basic conditions:

  1. Operate legally in Morocco;
  2. Comply with tax requirements;
  3. Comply with National Social Security Fund (CNSS) requirements; and
  4. Use the employment contract prescribed by the competent authority.

The applicant must have education, work experience, or professional authorization appropriate to the position.

Any exemption from the ANAPEC procedure must be based on written confirmation through the TAECHIR system or under a current category recognized by the competent authority; it should not be inferred solely from the job title.

The initial validity of the foreign employment contract endorsement, entry visa, and residence card must each be determined from the document actually approved. The validity of one document should not be used to infer the validity of another status.

At renewal, the following should all be reconfirmed:

  1. The employment contract remains valid;
  2. The ANAPEC procedure or applicable exemption remains valid;
  3. The residence status continues to meet the requirements; and
  4. The employer’s tax and CNSS registrations remain compliant.

If the employment contract is materially amended, or if the employee changes employer or position, the applicable employment-contract endorsement and residence amendment procedures should be completed again.

When employment ends, CNSS matters, work authorization, change of residence status, or departure arrangements should also be addressed. A single grace period applicable to all foreign employees should not be assumed.

2. Entry, Dependants, and Other Arrangements

Visas, employment-contract endorsements, and residence documents should match the applicant’s actual activities, and the validity periods of the various documents should be coordinated.

A pending application, employment contract, or invitation letter does not by itself prove that entry, residence, or work has already been authorized.

2. Accompanying Family Members

Family members of holders of an endorsed foreign employment contract and residence status must apply separately through the family-reunification residence pathway.

Dependent status does not automatically confer the right to work. A family member who plans to work in Morocco must obtain the applicable employment authorization and residence status based on their own circumstances.

Family, study, transit, and other personal statuses must each satisfy their respective conditions. The principal applicant’s permit cannot be used directly as a family member’s entry or employment document.

If the principal applicant’s basis for work or residence changes, the family members’ documents should also be reviewed.
