Mongolia distinguishes C-category visas and residence status according to the foreign employee’s industry and links them to the employment and work permits issued by the labour authorities. The appropriate pathway depends on the employer’s business, the actual position, industry, annual foreign-worker quota, contract term, work location and the applicant’s qualifications and experience.
Visa Decision Tips
This guide summarizes common pathways under Mongolia’s visa, employment-permit and residence requirements. Visitor visas, work-entry visas, employment permits and residence status serve different purposes. Holding one does not mean that all required work authorizations have been obtained. Final requirements and decisions are determined by the competent authorities at the time of submission.
I. Main Visa and Work Permit Types

1. Tourism and Business Visits
Visa-free eligibility, the applicable visitor-visa category, permitted number of entries and authorized stay must be determined according to the applicant’s nationality and the issued document.
A business visit may cover meetings, negotiations and inspections that do not constitute local employment in Mongolia. On-site engineering, installation and commissioning, mining or energy operations, ongoing technical services and the performance of daily duties for a Mongolian company require assessment under the applicable work pathway.
Payment of salary by an entity outside Mongolia does not by itself mean that actual work may be treated as an ordinary business visit.
2. C-Category Employment and Residence
Mongolia’s C1 to C11 categories correspond to different fields of work. The selected category must match the employer’s actual business and the work performed by the employee.

C3 is not a general work category available to every engineer or every industry. The actual category must be selected according to the employer’s business, industry and the employee’s specific duties.
The employer must be locally registered in Mongolia, hold the relevant industry qualifications and employ foreign workers within the approved annual headcount and ratio. The applicant must possess qualifications and work experience matching the position and obtain any applicable medical certificate or professional licence.
An employment permit is generally issued according to the contract term for a maximum of one year. Each renewal may also be granted for up to one year. The validity of the C-category entry authorization and residence status is calculated separately. The visa authorization’s permitted usage window should not be treated as the authorized employment period.
After entry, the applicant must generally apply for the corresponding residence status within 21 days and obtain all authorizations required before legally commencing work.
II. Entry, Family Members and Other Arrangements
1. Entry and Stay
The applicant’s passport should generally have at least 180 days of remaining validity, subject to the requirements of the relevant visa and residence category.
After entering Mongolia, foreign nationals must complete the applicable registration and biometric-information procedures. An employer’s industry quota does not mean that an employee has automatically obtained a work visa, employment permit or residence status.
Industry quotas are not fixed ratios applying to every industry and employer nationwide and do not guarantee that the same employer will receive the same quota every year.
2. Family Members and Other Statuses
Categories such as C1-1 to C9-1 may apply to eligible family members of the corresponding principal applicant. The qualifying family relationships, required documents and approval period must be confirmed under the relevant category.
A family permit’s validity is generally affected by the principal applicant’s status, but it does not automatically grant independent work rights. A family member planning to work in Mongolia must separately confirm the applicable employment permit, visa and residence pathway.
III. Renewal, Changes, End of Employment and Status Maintenance

Residence renewal | The employment permit and residence status must be maintained separately. Renewal of one does not automatically extend the other. |
Changing employer | Obtain new approval or complete the applicable amendment before starting the new job. Authorization under the original employer does not transfer automatically. |
Changing industry category | C-category visas and residence status are divided by field of work. If the actual industry changes, reassess the applicable category and approval requirements. |
Changing position | The duties must remain consistent with the approved category and employment permit. Confirm whether new approval is required before the change. |
Changing location or project | A change in work location or project may affect the existing authorization. Complete the applicable procedures before making the change. |
Family status | Family permits are generally affected by the principal applicant’s status. Reassess family status when the principal applicant’s employment or residence changes. |
Resignation | The employer should cancel the employment permit, while the employee should address the residence basis, apply for a new status or arrange departure. |
Renewals and amendments cannot rely only on the previous year’s foreign-worker quota or prior approval. The employer and employee must separately maintain the employment permit, visa and residence status according to the current year’s industry rules, the employer’s actual approval and the new work arrangements.
