Hiring a non-resident worker in Macau normally involves several separate stages, including employer employment authorization, entry for work purposes, Authorization to Stay as a Non-resident Worker and the Non-resident Worker’s Identification Card. The correct route depends on the worker’s travel document, actual activities, position, professional qualifications, the employer’s business and workforce requirements, the impact on local employment, approved quota, work location and family arrangements.
Based on the materials available as of the content review date, this guide explains Macau’s visitor and business-entry rules, the employment of specialized and non-specialized non-resident workers, and the principal status-maintenance requirements. The Non-resident Worker’s Identification Card, commonly called the “Blue Card,” is linked to the approved employer and scope of work. It is not an open work permit that allows the holder to choose employers freely. Entry documentation, employment authorization, authorization to stay and the Blue Card perform different functions, and the final requirements and decisions remain subject to the competent authorities at the time of application.

1. Visitor Entry and Business Visits
Mainland Chinese residents generally travel to Macau using an Exit-Entry Permit for Travelling to and from Hong Kong and Macau with the corresponding endorsement. For other travellers, eligibility for visa-free entry, a visa or entry authorization depends on their nationality and travel document.
A business endorsement or admission as a visitor does not constitute work authorization.
Activities such as attending meetings and negotiations must remain consistent with the actual purpose of the visit. Where an individual provides services at a customer’s premises, performs installation work, provides ongoing technical support or carries out the responsibilities of an employee, the activity should not be treated as an ordinary business visit solely because the stay is short.
The permitted period of stay is determined by the applicable entry and stay documents.
2. Employment of Specialized Non-resident Workers
The Macau employer must obtain the applicable employment authorization from the Labour Affairs Bureau and provide information concerning its business, the proposed position, remuneration, professional necessity and the potential impact on local employment.
The applicant must demonstrate that their qualifications meet the requirements of the proposed specialized position.
Employment authorization is connected with the procedures administered by the Public Security Police Force for entry for work purposes, authorization to stay and the Non-resident Worker’s Identification Card. However, these documents serve different functions.
Approval of the employer’s application to hire the worker does not mean that the employee has completed all requirements for working and staying in Macau.
The authorized employer, position and work location must remain consistent with the employee’s actual working arrangements.
The initial authorization period is determined by the employment and stay approvals granted. A one-year or two-year example associated with a particular occupation should not be applied automatically to every specialized worker.
Renewal arrangements must be made before the original authorization expires. The corresponding authorization to stay and Blue Card must also be renewed.
3. Employment of Non-specialized Non-resident Workers
An application to hire a non-specialized non-resident worker is submitted by the employer based on its business and staffing requirements.
The Labour Affairs Bureau may review the application by considering the labor market, the company’s existing workforce, its staffing situation and its local recruitment records.
This category is not an open visa that allows an individual to apply independently and then search freely for work after approval.
After the employer receives approval to hire the worker, the employee must still complete the applicable entry-for-work, authorization-to-stay and Blue Card procedures.
The approved number of workers, positions and work locations must not be expanded without authorization.
The initial and renewal periods are determined by the approvals actually granted. Validity periods used as examples for specialized workers or domestic workers should not be applied directly to this category.
2. Entry, Family Members and Other Arrangements
1. Entry and Stay
The worker’s entry documentation, employment authorization, authorization to stay and Blue Card must remain consistent with the actual employment arrangement.
Certain specific short-term professional activities may qualify for a special exemption. However, the activity must satisfy the applicable requirements under Macau law.
Employers should not assume that every short-term technical service is exempt from work authorization requirements.
2. Family Members and Other Status Arrangements
Whether family members of a non-resident worker may accompany the worker must be assessed according to the principal applicant’s category and the applicable special authorization-to-stay rules.
Not every Blue Card holder has the same eligibility for family arrangements.
If a family member intends to work in Macau, they must independently obtain the applicable employment authorization and authorization to stay for work purposes.
Study activities are also subject to separate requirements.
3. Renewal, Changes, Termination and Status Maintenance
