1. Short-Term Tourism and Business Visits

Tourism, ordinary visits, and work visas or permits should be distinguished according to the applicant’s actual activities. Visa-free entry or visa-on-arrival eligibility does not amount to an exemption from a work permit.

Even if work lasts only a few days, the applicant may still need short-term employment authorization. Whether an activity qualifies as a business visit should be assessed according to the actual work performed, not merely the itinerary name or where salary is paid.

Equipment installation, repairs, training, and on-site client services require particular confirmation as to whether work authorization or a specific exemption is needed.

2. Short-Term Employment Permit

The short-term employment permit applies to foreign nationals carrying out a defined project or short-term work in Namibia for no more than six months.

An application generally requires:

  1. A genuine Namibian receiving or employing entity;
  2. An employment contract or project documents;
  3. Evidence showing why a foreign national is needed for the role or project assignment; and
  4. Qualifications matching the role or assignment.

For an application exceeding three months, additional long-term materials such as a police clearance certificate, medical examination, and radiological examination are also required.

A short-term employment permit may be approved for up to six months, but the actual period is determined by the approval document. Before any material change to the receiving or employing entity, project, position, or work duration, a new application should be made or the appropriate permission confirmed.

If the actual work will exceed six months, the long-term employment permit pathway should be used. When a short-term permit expires, the applicant should stop working and arrange departure or transition to another applicable status.

3. Long-Term Employment Permit

The long-term employment permit applies to foreign employees hired by a genuine Namibian employer for expected work exceeding six months. Business-visitor status and a Short-Term Permit cannot be used as substitutes for a long-term employment permit.

The employer must explain why a Namibian cannot be hired for the work and provide the employment contract, position details, and company documents.

The applicant generally must also provide:

  1. Education or professional qualifications matching the role;
  2. Applicable professional registration;
  3. A police clearance certificate;
  4. A medical certificate; and
  5. Radiological examination documents.

The application also includes undertakings or guarantees that establish immigration responsibility.

The validity of a long-term employment permit depends on the specific approval and employment contract and cannot be inferred from the entry visa or another permit category.

At renewal, the employer, position, and applicant’s personal circumstances must continue to meet the requirements. An applicable new authorization should be obtained before changing employer, position, or project. After employment ends, the change of residence status or departure arrangements should be handled promptly.

2. Entry, Dependants, and Other Arrangements

Visas, work approvals, and residence documents should match the applicant’s actual activities, and their validity periods should be coordinated.

A pending application, employment contract, or invitation letter does not by itself prove that entry, residence, or work has already been authorized.

2. Accompanying Family Members

A short-term employment permit generally does not provide a stable arrangement for accompanying family members. A family member intending to work in Namibia must separately confirm the applicable work permit.

Family members of a long-term employment permit holder must apply separately through a dependant or other applicable residence pathway. Dependant status does not automatically confer the right to work, and an independent permit is required for employment.

Family, study, transit, and other personal statuses must each meet their own conditions. The principal applicant’s permit cannot be used directly as a family member’s entry or employment document.
