1. Paraguay Work Visa and Residence Permit Types
Paraguay generally manages entry, residence, and employment compliance through related but separate rules. Foreign nationals who will work locally normally need a residence basis that permits lawful activity, followed by the employment, tax, and social-security registrations applicable to the role. The Paraguay National Directorate of Migration states that temporary residence under Law No. 6984/2022 is available to foreigners who enter Paraguay intending to carry out a lawful activity.

1. Short-Term Tourism and Business Visits
Tourist visas, business visas, and visa-exemption rules depend on the traveler’s nationality. The period actually authorized is determined by the immigration authority. A person who plans to take employment in Paraguay should obtain the appropriate residence basis rather than rely on a tourism or business label.
Whether an activity qualifies as a visit depends on what the traveler will actually do, not only the itinerary name or where salary is paid. Installation, repair, training, and on-site client services should be reviewed carefully to determine whether residence or another authorization is required. MERCOSUR residence facilities apply only to eligible nationalities and cannot automatically be extended to Chinese passport holders.
2. Standard Temporary Residence
Standard temporary residence is the main medium-term route described in this guide for foreign nationals who do not qualify for the dedicated MERCOSUR route. Paraguay does not generally issue a separate, universal employer-tied work permit for every foreign worker; the residence basis and employment compliance must instead be assessed together.
The applicant must normally appear in person, maintain lawful entry, and submit identity, criminal-record, civil-status, and address documentation. Documents issued abroad generally need an Apostille or legalization and a Spanish translation. Employers must still use a genuine employment contract and comply with wage, tax, and social-security obligations.
Under Law No. 6984/2022 temporary residence guidance, the residence card may be valid for up to 2 years and may be extended for an equal period. Temporary residence is also a prerequisite for the ordinary change to permanent residence. While an application is being processed, the official guidance describes a precarious-resident status that can allow the applicant to leave and re-enter Paraguay, study, and work during that status’s validity.
Changing employers does not usually change the residence category by itself, but the employment contract, tax, social-security, and address records should be updated when required. The Instituto de Previsión Social (IPS) states that a dependent worker must be registered in social insurance from the first day of work.
3. MERCOSUR Temporary Residence
MERCOSUR temporary residence is available only to nationals identified on the official Paraguay immigration page: Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia, and Ecuador. Other nationalities should not assume eligibility by analogy.
Applicants must satisfy the official nationality, identity, criminal-record, civil-status, and lawful-entry requirements and apply personally. According to the National Directorate of Migration’s MERCOSUR guidance, this residence is valid for 2 years and is not renewable. Foreign documents must follow the applicable Apostille or legalization rules and be translated into Spanish.
Because the permit is fixed at 2 years, the holder should plan the permanent-residence step before expiry. The official guidance says the permanent MERCOSUR application must be lodged beginning 90 days before the temporary card expires; missing that window can remove access to the MERCOSUR permanent-residence procedure. Address, civil-status, and employment-registration changes should also be kept current.
2. Entry, Family Members, and Related Arrangements
Entry permission, residence status, and employment registration should match the person’s real activities and each document’s period of validity. Family members of a standard temporary resident may apply based on their own family relationship and supporting residence documents. Once a family member obtains a residence status that permits work, the applicable labor, tax, and social-security registrations must still be completed.
Each family member of a MERCOSUR temporary resident must qualify based on their own nationality, family relationship, and documentation. A principal applicant’s residence card is not automatically the family member’s entry or employment document. Student, transit, and other personal statuses must separately meet the rules for those categories.
3. Renewals, Employer Changes, and Status Maintenance

The IPS employer-registration guidance notes that employers use the REI system to register workers and must report a worker’s departure when the employment relationship ends. Immigration, employment, and payroll records should therefore be managed as connected but distinct compliance tasks.
