Rwanda has different entry, work, and residence arrangements for tourism, family visits, business visits, skilled-worker employment, and intracompany assignments. The appropriate route should be selected by considering the applicant’s nationality, passport type, actual work activities, whether the position is on the Occupations in Demand List, the employer or host entity, the group relationship, and the expected assignment period.
This guide summarizes Rwanda’s requirements for short-term visits, work authorization, and residence to help companies and individuals understand the common routes. Entry visas, work approvals, and residence documents serve different purposes and should match the actual activities and each other’s validity periods. Final application requirements and decisions are subject to the competent authorities’ rules at the time of submission.
1. Main Visa and Work Permit Types

1. Short-Term Tourism and Business Visits
Rwanda offers convenient entry arrangements such as visas on arrival, but the specific scope, permitted stay, exemptions, and extension conditions should be assessed according to the applicant’s nationality and visa category.
Short-term business visits and local employment or intracompany assignments should be handled separately. Visitor status does not automatically grant a general right to local employment.
Whether an activity is a business visit should be determined from the actual work involved, not only the name of the trip or where salary is paid. Activities such as equipment installation, maintenance, training, and on-site client services require particular confirmation of whether a work permit or a specific exemption is required.
2. H1 Skilled Worker Permit for Occupations in Demand
The H1 permit is for skilled workers hired by a genuine employer for a position included on Rwanda’s Occupations in Demand List.
An application generally requires:
- A genuine and valid employment contract;
- A recommendation document issued by the Rwandan employer;
- Evidence that the position corresponds to the Occupations in Demand List (ODL);
- Evidence of education, professional qualifications, and work experience matching the proposed role;
- A police clearance certificate issued by the country of residence within the previous six months.
An H1 permit may be issued for up to three years. The actual validity period is subject to the competent authority’s approval decision.
Renewal should be completed before the permit expires. When changing employers while holding a valid permit, the immigration authority must be notified in writing, and evidence such as termination of the previous employment relationship must be submitted at renewal.
Administrative arrangements after permit expiry do not mean that work rights are automatically extended. Work should not continue until a new basis for work and residence takes effect.
3. H2 Employer-Sponsored Skilled Worker Permit
The H2 permit is for qualified or experienced skilled workers sponsored by a genuine Rwandan employer without the Occupations in Demand List being a prerequisite.
An application generally requires:
- A genuine and valid employment contract;
- A recommendation document issued by the employer;
- Evidence of qualifications or work experience matching the role;
- A curriculum vitae;
- A police clearance certificate;
- A qualifying basis for applying after entry.
The H2 permit cannot be used to package a role that does not match the applicant’s skills and experience.
The permit may be issued for up to two years, with the actual period subject to the approval decision. Renewal should be completed before the permit expires.
When changing employers, the Directorate General of Immigration and Emigration (DGIE) must be notified in writing, and a departure document issued by the former employer must be submitted with the renewal application. After the employment relationship ends, status conversion, renewal, or departure procedures should be handled promptly.
4. Q1 Intracompany Transfer Permit
The Q1 permit is for foreign employees assigned by an overseas parent company, multinational company, or regional company to work for a related entity in Rwanda.
An application generally requires evidence of:
- The legal identity of the overseas sending employer;
- The legal identity of the Rwandan host entity;
- The group relationship between the sending and receiving entities;
- A genuine assignment arrangement;
- The applicant’s role and assignment period.
Special projects may also require documents issued by Rwanda’s Ministry of Foreign Affairs and International Cooperation (MINAFFET) or another competent authority.
A Q1 permit is generally valid for up to one year, subject to the approval decision, and renewal is normally allowed only in exceptional circumstances.
If the group relationship, sending or receiving entity, role, or project changes, the continuing applicability of the original permit should be reassessed before the change. When the assignment ends, permit cancellation, status conversion, or departure procedures should be handled promptly.
2. Entry, Family Members, and Other Arrangements
1. Entry and Stay
Visas, work approvals, and residence documents should match the applicant’s actual activities, and their validity periods should remain aligned.
A pending application, employment contract, or invitation letter cannot by itself serve as proof that entry, residence, or work has already been approved.
2. Accompanying Family Members
Family members of H1 skilled-worker permit holders, H2 employer-sponsored skilled-worker permit holders, and Q1 intracompany transfer permit holders may apply for the corresponding dependent permit based on the principal applicant’s status.
A dependent permit does not automatically grant work rights. Family members who plan to work in Rwanda should separately confirm the applicable work authorization based on their own circumstances.
Family, study, transit, and other personal statuses must independently meet their respective conditions. The principal applicant’s permit cannot be used directly as a family member’s entry or employment document.
3. Extensions, Changes, Termination, and Status Maintenance

Maintaining Family Members’ Status | If the principal applicant’s employment or residence basis changes, confirm at the same time whether the dependent permit remains valid. |
When the employer, role, work location, employment contract, or assignment arrangement changes, the notification, amendment, or new-application requirements should be confirmed according to the applicant’s specific permit. The contract should not be amended while immigration status is overlooked.
If a statutory job-search period or other transitional arrangement exists, its conditions should be assessed against the specific approval and remaining period of stay. Administrative processing after permit expiry does not mean that work rights automatically continue.
