Visa Decision Tips
Taiwan provides different entry and residence routes for short-term visits, professional employment, designated foreign professionals, and accompanying family members. The appropriate route depends on the applicant’s status, nationality, purpose of travel, actual activities, professional category, position requirements, salary, employer eligibility, and intended length of stay.
This guide explains the common visitor, work permit, Employment Gold Card, and residence arrangements for foreign nationals based on information published by the relevant authorities. Mainland Chinese residents and Hong Kong and Macao residents must be assessed under their respective systems. A visa, entry permit, or residence certificate does not automatically grant work authorization. Final requirements and decisions remain subject to the relevant authorities at the time of application.

1. Short-Term Visits for Foreign Nationals
Eligible foreign nationals may use visa-free entry or a Visitor Visa for approved activities such as tourism, business negotiations, and meetings. Mainland Chinese residents and Hong Kong and Macao residents must be assessed under the separate travel documents and authorization systems that apply to them.
Permission to enter Taiwan does not grant the right to accept employment. Individuals performing short-term implementation work, technical services, training, or on-site delivery should confirm whether their activities require a work permit or qualify for a specific statutory exemption.
Receiving a salary outside Taiwan or staying for only a short period does not provide a general exemption from work permit requirements. Applicants should separately confirm the visa validity period, permitted number of entries, and authorized duration of each stay.
2. Foreign Professional Work Permit and Residence
A work permit for a foreign professional must be obtained under the applicable professional category. Common qualification options for professional or technical work include:
- Holding the relevant professional license;
- Holding a master’s degree or higher;
- Holding a bachelor’s degree and having at least two years of relevant professional experience;
- Qualifying for an intra-company transfer within a multinational company; or
- Having more than five years of relevant skills and a record of outstanding performance.
The applicable qualification combination and any exceptions depend on the individual’s work category. Applicants working in regulated professions must also meet the relevant licensing requirements.
The general average monthly salary threshold for applicable professional work is NT$47,971. Specific occupations, the points-based system for foreign graduates, and other exceptions must be assessed under their respective rules.
The employer must also meet the applicable requirements relating to business operations, capital, or revenue.

The actual validity period may also be limited by the employment contract and the decision of the relevant authority.
A work permit does not replace a Resident Visa or Alien Resident Certificate (ARC). After entering Taiwan with a Resident Visa, the applicant must generally apply for an ARC within 30 days. The specific procedure depends on the applicant’s entry and residence route.
3. Employment Gold Card
The Employment Gold Card combines four functions:
- Open work permit;
- Resident Visa;
- Alien Resident Certificate; and
- Re-entry permit.
Applicants must satisfy the specific eligibility criteria for an officially designated professional field and provide the required supporting evidence. A high salary is an available qualification standard in certain fields, but it is not a universal requirement for every professional category.
An Employment Gold Card may initially be issued for one, two, or three years. During its validity period, the holder may work freely within the permitted scope and does not need to obtain an ordinary employer-sponsored work permit each time they change employers.
Eligible holders may apply for an extension within four months before the Gold Card expires. Each extension may be granted for one to three years.
Extending an Employment Gold Card is different from obtaining a specific residence extension after the card expires. A post-expiry residence extension does not mean that the associated work authorization has also been extended.
If the applicant holds a transitional residence status that does not include work rights, new work authorization must be obtained before employment can continue.
2. Entry, Dependants, and Other Arrangements
1. Entry and Stay
Applicants must distinguish between the rules applying to visa-free entry, entry with a Visitor Visa, and entry with a Resident Visa.
Changing to residence status after entering Taiwan may require additional conditions. Receiving a job offer does not necessarily mean that the applicant can complete the change of status from within Taiwan.
Applicants working in regulated professions must meet the applicable licensing requirements even if they have already obtained the relevant entry or residence documents.
2. Dependants and Other Statuses
Eligible family members may apply for the appropriate dependant residence status. Their right to work depends on the specific status held by both the principal applicant and the family member. Not every dependant ARC should be treated as an open work permit.
Study and job-seeking visits are separate arrangements. A job-seeking visa only permits eligible job-search activities and does not mean that the holder has been authorized to accept employment in Taiwan.
3. Renewals, Changes, Termination, and Status Maintenance

Foreign nationals should not assume that the same grace period applies to every immigration status after employment ends. They should also not continue working solely because the original document appears to remain valid before the new work permit or residence status has been confirmed.
