For long-term appointments, highly skilled hires, and short-term specialist assignments, the applicable route should be selected according to the actual activities. The itinerary label or the place from which salary is paid is not enough on its own.
Different conditions apply to ordinary passports and diplomatic, official, or other travel documents. A person’s nationality and existing immigration status may also affect the specific rules.

1. Short-Term Tourism and Business Visits
Tourism and business visits are governed by the entry rules applicable to the traveller’s nationality. A short stay is generally permitted for up to 90 days and may be extended subject to the applicable conditions. Anyone planning ongoing employment must have the appropriate lawful residence and labour-registration basis and cannot use short-term visitor status as a substitute.
Whether an activity qualifies as a visit depends on the actual work performed. Installation, repair, training, and on-site client services should be reviewed carefully to determine whether work authorization or a specific exemption is required.
2. General Temporary Legal Residence
This route is for nationals of any country who reside temporarily in Uruguay for local work, study, or another officially recognized purpose and who work after obtaining the necessary residence, identity, and labour registrations.
The applicant must have lawful entry and identity documents, a criminal-record certificate, health or vaccination documentation, an address, and verifiable means of support. Where the application is work-based, an employer letter or contract is generally used to describe the activity, contract term, monthly remuneration, and financial support. Support should be at least at the national minimum-wage level, and notarized company evidence or BPS registration should be provided.
General temporary residence may be granted for a period from six months up to two years and may be renewed. The actual period depends on the approval.
3. Mercosur Temporary Residence
This route is for nationals of Mercosur member states and associated countries listed on Uruguay’s official pages. The applicant must use an eligible national passport or identity document and submit criminal-record, civil-status, and health documentation. When working in Uruguay, the person must still have a genuine employment contract or employer letter, salary evidence, and BPS/DGI registrations.
The initial residence period is up to two years. The official page permits one renewal for the same period, subject to the actual approval.
II. Entry, Dependants, and Other Arrangements
Spouses and family members of a general temporary legal residence applicant may apply for the appropriate residence according to their own nationality and family relationship. If they plan to work, they must complete their own identity and BPS/DGI registrations. Family members of a Mercosur temporary resident must likewise apply based on their own nationality or relationship and complete their own labour registrations if they work.
Dependants, students, transit travellers, and holders of other personal statuses must separately satisfy the corresponding conditions. The principal applicant’s permission cannot be used directly as a dependant’s entry or employment document.
III. Extensions, Changes, Employment Termination, and Status Maintenance
