1. Short-Term Tourism and Business Visits

Tourism, business, government-agency activities and private-enterprise work correspond to different visas. A tourist visa does not permit local employment, and a work-entry visa cannot replace a labour-authority work permit or immigration residence procedures. The applicant should choose the entry category according to nationality, the nature of the inviting organization and the actual activity.

Whether an activity qualifies as a visit depends on the actual duties, not merely the itinerary label or where salary is paid. Installation, repair, training and on-site client services should be checked carefully to determine whether a work permit or specific exemption is required.

2. Foreign Work Permit, Work-Entry Visa and Residence

This pathway applies to foreign employees hired by a genuinely registered Ethiopian employer and assigned to perform long-term duties in Ethiopia.

The employer must have a valid registration, investment or operating basis and provide a clearly defined position, contract, salary and work location. The employee's education, skills, experience and professional qualifications must match the position, and a regulated profession is also subject to sector-entry requirements. The work-entry visa, labour permit and residence requirements apply separately.

The work permit, WV and residence are three different documents. The initial duration of each depends on its own approval and the employment contract; different categories are not uniformly valid for one year. After entry, the employee must complete Immigration and Citizenship Service (ICS) residence procedures and check the cards and approvals before legally beginning work. Each document must be renewed separately before expiry.

Before changing employer, position, work location or a core contract term, confirm with the Ministry of Labour and Skills (MOLS) or ICS whether a new application or amendment is required. After employment ends, documents sponsored by the former employer cannot be transferred to a new employer; cancellation, change of status or departure should be addressed promptly.

II. Entry, Dependants and Other Arrangements

Visas, work approvals and residence documents should correspond to the actual activities and to one another's validity periods. Family members of a foreign employee must apply separately through the ICS family pathway. Their status does not automatically provide work rights merely because the principal applicant holds a work permit or WV.

A family member who intends to work in Ethiopia must separately confirm and obtain a work permit based on their own circumstances. Study, transit and other personal statuses must also independently satisfy their corresponding conditions. The principal applicant's permit cannot be used directly as a family member's entry or employment document.

III. Renewals, Changes, Termination and Status Maintenance
