1.1 Visa-Free Entry and Basic Entry Requirements

1. Scope of Visa-Free Entry

Indonesia provides visa-free visits to eligible nationalities, regions and holders of specified documents. A visa-free visit is generally limited to 30 days and cannot be extended under the visa-on-arrival rules. Nationality, document, port of entry and purpose of activity may affect eligibility.

Chinese ordinary-passport holders generally do not qualify for ordinary Indonesian visa-free visits and should select a visa on arrival, electronic visa on arrival or a visitor visa obtained in advance. Hong Kong and Macao SAR passports and diplomatic or service documents must be assessed under their respective policies.

2. Basic Entry Conditions

Short-term visitors generally need a valid passport, return or onward travel, accommodation information and sufficient funds. Common visitor pathways require at least six months of passport validity, although different rules may apply to special travel documents.

A visa holder remains subject to immigration inspection. The actual period of stay is determined by the stay permit or entry record issued by immigration.

3. All Indonesia Arrival Declaration

Travellers to Indonesia should complete the All Indonesia arrival declaration within three days before arrival where required. This declaration collects arrival information; it is not a visa and does not replace a visitor visa or work stay permit.

1.2 Visa on Arrival and Electronic Visa on Arrival

1. Permitted Activities

Eligible travellers may use a VOA or e-VOA for permitted tourism, family visits, meetings, business contacts or transit. The activities must match the selected visa category and issuance conditions.

Attending a meeting and providing professional services as a speaker are different activities. An event’s location at a meeting or exhibition does not mean the same visitor visa covers both.

2. Stay and Extension

  1. The initial authorized stay is up to 30 days.
  2. One extension of 30 days may be requested.
  3. An extension is decided by immigration and must be requested within the original stay.
  4. This visitor status cannot be converted directly into another visa or stay permit.

Electronic issuance does not change the restrictions on activities. An e-VOA holder likewise may not establish an Indonesian employment relationship or perform unauthorized work.

1.3 Difference Between a Business Visit Visa and Actual Work

1. Single-Entry Business Visit Visa

This visa is suitable for a one-time visit to attend meetings, negotiate, sign contracts, procure goods or conduct limited inspections of goods, factories or offices. A common single-entry business pathway permits an initial stay of up to 60 days. Extension or status conversion depends on the specific visa category and immigration approval.

Supporting explanations commonly include the itinerary, invitation or correspondence, the parties’ relationship and the visit purpose. Long-term on-site work, continuous production supervision or labour services cannot be handled only through a business invitation.

2. Multiple-Entry Business Visit Visa

This visa is suitable for repeated short business visits during a specified period. Common pathways allow up to 60 days per entry. Visa validity and the permitted stay for each entry are calculated separately.

Each entry must still satisfy visitor conditions. A multiple-entry visa does not authorize continuous residence or work in Indonesia and does not guarantee the same stay on each entry.

3. Boundary Between Business Visits and Work

Meetings, negotiations, contract signings and limited inspections can generally be assessed as business visits. Work authorization should be assessed where a person:

  1. forms an employment relationship with an Indonesian company or performs a local role;
  2. receives salary or other employment remuneration from an Indonesian person or company;
  3. continuously supervises production, operations or on-site teams;
  4. installs or maintains equipment, implements systems or delivers projects at a client site; or
  5. conducts sales of goods or services prohibited by the visa conditions.

The assessment must be based on actual activities. A short stay, offshore salary payment or description of the contract as a “business trip” does not alone prove that work authorization is unnecessary.

1.4 Basic Pathway for Working in Indonesia

1. Foreign-Worker Approval and Immigration Status

An Indonesian employer using foreign employees generally needs approval of its foreign-worker utilization plan, known as RPTKA/Pengesahan RPTKA. The employee also needs a limited stay visa and ITAS appropriate for work.

  1. RPTKA is the employer-side foreign-worker approval, not the employee’s entry visa.
  2. A work limited stay visa is the entry document corresponding to the work purpose.
  3. ITAS is the limited stay permit; the common term “KITAS” relates to this permit and its evidence.

These documents must match the actual employer, position, work location and employment arrangement.

2. Common Applicant Conditions

A foreign employee should generally have education relevant to the proposed position and the corresponding professional capability, or at least five years of relevant work experience. Specific education, capability and experience requirements depend on the position and authority review.

Professional or regulated positions may have separate licensing requirements. An internal corporate job title does not mean the position is necessarily open to foreign employees.

3. Employer and Position Conditions

The applicant entity must be eligible to use foreign employees, explain the position need and work arrangement and their relationship to the business, and meet applicable foreign-worker obligations.

The employer generally must appoint an Indonesian counterpart and arrange related training and knowledge and skills transfer. This is an employer staffing obligation, not part of the foreign employee’s personal education or experience requirement.

4. Common Documents and Process Coordination

The process generally involves a passport, photograph, CV, education and professional capability or experience evidence, employment contract, job description, proof of funds, and employer and foreign-worker approval documents. The labour and immigration authorities determine the required form of documents for each application category.

Ordinary local employment generally begins with the employer and foreign-worker approval, followed by the work visa, entry and ITAS procedures. The employee should perform duties within the approved scope only after all required work and stay authorizations are in place.

1.5 Temporary Work and Special Economic Zone Arrangements

Indonesia distinguishes temporary work, work exceeding six months and special economic zone arrangements. The temporary RPTKA pathway is primarily for specified temporary work lasting one to six months.

Eligibility depends on the task, position, employer and project term. Temporary work remains subject to work authorization and cannot use an ordinary visitor visa merely because the assignment lasts only a few weeks.

Work in a special economic zone may be subject to specific conditions but still requires appropriate zone, employer and position support. An ordinary company cannot apply this pathway merely because its project is near a special economic zone.

1.6 Work Residence and Remote Work

1. Validity of a Work ITAS

Common work limited-stay pathways have maximum periods such as 180 days, one year or two years. The actual approval depends on the work category, contract, foreign-worker approval and immigration review.

An extension may be requested where eligible, but the employer, position and work basis must remain valid. RPTKA and ITAS validity must be managed separately; extension of one does not automatically extend the other.

A work ITAS holder leaving and re-entering Indonesia must also ensure that the re-entry permit remains valid.

2. Remote Worker Visa (E33G)

E33G applies to people working remotely for a company outside Indonesia and generally permits a stay of up to one year. Principal conditions include an overseas employment contract, annual income evidence of at least USD 60,000 and proof of funds for living expenses as required.

E33G cannot be used to receive local salary or employment remuneration from an Indonesian person or company and does not replace foreign-worker approval and a work ITAS required for local work. If the remote-work arrangement changes, the holder must reassess whether the existing status remains applicable.

II. Family, Study, Investment and Other Common Pathways

1. Accompanying Family Members

An eligible work ITAS holder may arrange the appropriate family-reunification stay permit for qualifying family members. Family relationship, the principal applicant’s status and sponsorship conditions affect the application.

Dependent status does not generally grant work rights automatically. A family member intending to work must separately assess work-permit and stay-status requirements.

2. Study

Study in Indonesia generally requires support from an educational institution and the applicable study stay permit. Study status and work status cover different activities; internships or concurrent work duties require separate review.

3. Investment and Long-Term Residence

Investor and Golden Visa pathways have their own investment, entity-eligibility and residence conditions. An investor who also serves in management or another corporate role must assess work authorization based on the actual duties; shareholder status alone does not authorize every work activity.

4. Transit

Visa requirements depend on nationality, port, airline arrangements and whether immigration clearance is required. Travellers collecting baggage, changing airports or entering Indonesia should confirm entry eligibility in advance.

An unexpired permit does not automatically authorize continued work after resignation or work for a new employer. The permitted stay depends on cancellation documents and approval of the new status.
