1. Short-Term Tourism and Business Visits

Short-term entry requirements for tourism, family visits, business, and similar purposes should be determined according to passport nationality. The permitted stay is subject to the applicable visa-exemption rules, visa, and entry approval. A short-term visit cannot replace the foreign employment contract visa and the residence authorization required for work.

Whether an activity qualifies as a visit should be determined from the actual work involved. Activities such as installation, maintenance, training, and on-site client services require particular confirmation of whether a work permit or specific exemption is required. The assessment cannot be based only on the name of the trip or where salary is paid.

2. Employment Contract Visa and Foreign-National Residence

This route is for people who must leave their usual place of residence under an employment contract to relocate to and work in Senegal. Other forms of local employment for foreign nationals should be assessed under the corresponding labor rules.

An L33 contract must include a pre-employment medical examination, be made in writing, and obtain a visa from the General Directorate of Labor and Social Security (DGTSS). The DGTSS checks the employment conditions, the parties’ identities, free consent, the contract’s compliance, and whether the employee is subject to other employment obligations. The employer submits the visa application; if it is refused, the contract is void by operation of law.

After obtaining the employment contract visa, the employee must still separately complete the applicable entry and medium- or long-term residence procedures. The employment contract visa remains valid with the endorsed contract, while the residence period is determined by the corresponding status document. The two cannot replace each other.

2. Entry, Family Members, and Other Arrangements

Visas, work approvals, and residence documents should match the actual activities and each other’s validity periods. Family members of an employment-contract visa holder must apply separately under the applicable family-relationship and residence rules. Family residence does not automatically grant local work rights.

Family, study, transit, and other personal statuses must independently meet their respective conditions. The principal applicant’s permit cannot be used directly as a family member’s entry or employment document.

If a statutory job-search or transitional arrangement exists, assess it against the person’s actual approval and remaining period of stay.
