1. Short-Term Visit and Business Visa

Travellers should select visa-free entry, an e-visa, or a consular visa according to their nationality, travel document, and actual purpose of visit. Eligibility for an e-visa and the permitted ports of entry should match the actual itinerary.

Business visits may involve visa categories such as B-2 and should not be confused with E-category visas for work purposes. Meetings, business negotiations, inspections, and other activities that do not involve local employment may be assessed under the appropriate visitor purpose.

Installation, maintenance, technical implementation, and ongoing project services may constitute work in Uzbekistan. Visitor status should not be used merely because the stay is short or salary is paid from overseas. The authorized stay and extension conditions should be confirmed according to the visa or entry category actually used.

2. Confirmation of the Right to Work and Work-Purpose Visa

The Uzbekistan employer must be lawfully registered and meet the applicable requirements for employing foreign nationals. Ordinary foreign employees generally need a confirmation of the right to work.

The separate employer permit for hiring foreign labour has been abolished, but this does not mean that the individual foreign employee’s work-authorization requirement has been removed. The employment contract should specify the role and salary, and the applicant must provide qualification evidence relevant to the proposed work. Any statutory exemption should be assessed against the applicant’s specific qualifications.

Uzbekistan does not impose a single bachelor’s-degree requirement that applies to every applicant regardless of occupation. The authorities assess the applicant’s actual role, qualifications, and applicable category.

Confirmation of the right to work is generally tied to a specific employer. The ordinary category is generally valid for one year. Qualifying specialists or highly qualified experts who meet the specific eligibility conditions may be eligible for arrangements lasting up to three years. Expert status cannot be established from a job title alone, and the actual period is also affected by the application category, employment contract, and authority’s decision. Eligible applicants may renew.

Foreign employees subject to the visa regime must also obtain the appropriate E-category work-purpose visa or another approved status and comply with stay-registration requirements. The validity periods of the work confirmation, visa, and registration should be checked separately. Approval of one does not mean the other procedures are automatically complete.

II. Entry, Dependants, and Other Arrangements

1. Entry and Stay

After entering Uzbekistan, foreign nationals should complete temporary stay registration according to their accommodation and the current rules. Holding a business visa may provide only part of the documentation for an application and does not mean the person has already been authorized to work locally.

Special economic zones, investment projects, and statutory exemptions apply only where the applicant and relevant company meet the specific conditions. They should not be interpreted as arrangements available to every ordinary company or foreign employee.

2. Dependants and Other Statuses

Eligible family members may accompany the principal applicant according to the principal applicant’s status, the family relationship, and the applicable visa conditions.

Dependant or student status does not generally grant an automatic right to employment in Uzbekistan. A dependant or student planning to work locally should separately confirm whether a work-right confirmation, work-purpose visa, and the corresponding stay procedures are required.

The confirmation of the right to work, work visa, and stay registration must be maintained separately. Before a new work right or stay status is confirmed, do not assume the existing approval automatically continues, and do not extend an arrangement for a specific group to all foreign employees.
